How can I change the language of my operating system?

My dad just got me an HP laptop, and he decided he'd open and set it up for me but he did it in French (or maybe the computer simply came in french). Is there a way to change this? I don't mind if it means resetting the laptop (without screwing things up of course).How can I change the language of my operating system?
You could try changing the international settings from the control panel.
